The Work Opportunity Tax Credit (WOTC) is a Federal tax credit incentive to employers for hiring individuals from certain target groups who have consistently faced significant barriers to employment. Eligible groups include:

  • Long-term TANF (welfare) recipients
  • Short-term TANF (welfare) recipients
  • Veterans
  • Food Stamp recipients
  • Vocational rehabilitation referrals (people with disabilities)
  • Ex-felons
  • SSI recipients (people formerly on social security “disability”)

For most target groups, the WOTC is based on qualified wages paid to the employee for the first year of employment and the number of hours worked. Qualified wages for all groups except veterans and long-term TANF recipients are capped at $6,000. The credit is 25% of qualified first-year wages for those employed at least 120 hours but fewer than 400 hours (maximum credit of $2,500) and 40% for those employed 400 hours or more (maximum credit of $2,400). Long-term TANF recipients and veterans credits are as follows:

  • Up to $9,000 for a long-term TANF recipient (over two years)
  • $2,400 for each veteran new hire receiving SNAP benefits
  • $2,400 for each new veteran unemployed for at least 4 weeks
  • $4,800 for each disabled veteran new hire released one year after active duty
  • $5,600 for each new veteran unemployed for at least 6 months series of out-placement seminars are set in motion. The process is generally complete within one month.
